Nothing in Sections 1325.08 to 1325.10 shall require the removal, alteration or abandonment, or prevent the continuance of the use and occupancy, of a lawfully existing building, except as may be necessary for the safety of life or property. Upon written request from the owner of the building, the Building Commissioner shall issue a certificate of occupancy for such building certifying, after verification by inspection, the occupancy or use of such building, if, at the time of issuing such certificate, no violations of law or order of the Building Commissioner are pending.
