(a) There is hereby established the position of Village Architect. The Architect shall be appointed by the Mayor, with the consent of Council, for a term coinciding with the term of office of Council, and the Mayor may remove the Architect with the consent of Council.
(b) As required by Section 1325.03, the function of the Architect shall be to review plans submitted for the purpose of protecting the public health, safety and welfare by regulating, in accordance with proper architectural principles, the design, use of materials, grade lines and the orientation of all new buildings, repairs and improvements.
