(a) No owner, tenant, agent, lessee, occupant or person in charge of any building, premises or place of business within the municipal limits shall throw or bury or permit to be thrown or buried any garbage or refuse upon the grounds of such building, premises or place of business.
(b) No person shall, within the municipal limits, throw, deposit or burn any garbage or refuse in or upon any street, alley, or public or private place.
(c) No person shall place or allow to be placed any garbage or refuse for collection by the Village or its agent contracted for that purpose, except for garbage or refuse that originates from the building, place of business or premises where the garbage or refuse was placed for collection; unless a waiver of mandatory refuse collection is granted by the Village.
