935.01 SNOW REMOVAL LIMITATIONS.
   (a)   The Mayor and Service Director are authorized to provide snow removal services for those residents who are:
      (1)   Sixty-five or over; or
      (2)   Physically or medically handicapped as said term is defined in the law of Ohio;
      (3)   The resident or residents has or have a total annual household income of less than two hundred percent (200%) of the federal poverty guideline for a single person household; and
      (4)   There is no able bodied person residing with such resident or residents at the same street address.
   (b)   No snow plowing will be furnished to those qualified residents except when the accumulation of snow reaches approximately three inches as determined by the Service Director.
   (c)   The snow removal vehicle will clear no more than a single driveway width. The applicant shall indicate the location of his driveway through use of driveway markers which shall be visible from the cab of snow plow vehicles.
   (d)   The Service Director shall not provide snow plowing services to properties where there are side or overhead driveway obstructions which may interfere with snow removal operations or where the condition of the driveway is such that plowing activities may be harmful either to the snow plow or the driveway. The Service Director shall exercise reasonable discretion in making a determination under this section and shall photograph the conditions upon which such discretion is predicated.
   (e)   The Village Service Department will perform this service after the Village roads have been cleared, or the Service Director may engage, in the manner set forth in Section 935.02, private snow removal contractors to perform this section.
