931.12 LOITERING, BOISTEROUSNESS AND LOUD MUSICAL NOISES.
   (a)   No person shall engage in any loud, boisterous, threatening, abusive, insulting or indecent language, or engage in any disorderly conduct or behavior tending to a breach of the public peace in a Municipal Facility.
   (b)   No person while in a Municipal Facility shall engage in the playing or rendition of music of any kind, singing, loud talking, amplification of sound, or make other noises, in such manner as to disturb the peace and quiet at a Municipal Facility having due regard to the proximity of other users of a Municipal Facility and residences. This prohibition shall not apply to concerts and events sponsored by the Village and open to the public.
