(a) No person shall build or attempt to build a fire except in such areas and under such conditions as may be prescribed in writing by the Service Director.
(b) No person shall drop, throw, or otherwise scatter lighted matches, burning cigarettes, or cigars, tobacco paper or other flammable materials within any Municipal Facility.
