The Building Commissioner is hereby charged with the enforcement of this chapter and shall issue no building permit for any dwelling or other structure unless the plans and specifications therefor are in conformity with the detailed requirements of this chapter insofar as they apply to the individual sewage disposal system designed to serve the dwelling or other structure.
