913.03 INSPECTION AND APPROVAL OF CONNECTIONS BY ENGINEER; GRADES; DRIVEWAY AND APRON CONNECTIONS; CULVERTS.
   (a)   New sewers to be constructed in the Village shall be inspected and approved by the Village Engineer before being accepted by the Village. The Engineer shall inspect and approve all tap-ins to new or existing sewers and no connection shall be attempted or completed without the approval of the Engineer. The Engineer shall also set all finished grades for all new construction and approve driveway and apron street connections. lf a driveway or apron covers an existing culvert, the Engineer shall require adequate protection for the culvert.

   (b)   The Village Engineer shall use and employ civil engineering standards in the furtherance of this section. Each applicant for a sewer, a tap-in, a grade setting, a driveway, an apron or a culvert shall reimburse the Village for the cost to the Village of the services of the Engineer or other professional consultants, including the Village Law Director, the Village Architect, or the Village Planner, required by, or deemed necessary for services performed pursuant to this section. Prior to any work by the Engineer or other professional consultant to carry out the provisions of this section, the applicant shall deposit funds in a special account with the Village Treasurer to defray such expenses as are attendant to the services rendered by the Engineer or other professional consultant pursuant to this section. If the deposit is reduced to ten percent (10%) or less of its original amount, the Treasurer shall promptly direct the applicant to increase the amount to the original amount of the deposit; the applicant shall comply with such direction of the Treasurer prior to the performance of further work by the Engineer or other professional consultant, and in no event later than seven days from the applicant's receipt of notice to increase the deposit. Failure to either post or maintain a required deposit as herein set forth shall be grounds for immediate denial of any application or proposal.
