Whenever any person wishes to construct or improve any storm or sanitary sewer in the Village, other than for the personal use of the owner thereof, such person shall, in addition to conforming with the Municipal platting regulations, first construct or improve the storm or sanitary sewer in accordance with the specifications on file in the offices of the Village Engineer and the Village Clerk, which are established as minimum specifications for such work, or in accordance with specifications of higher standards as may be approved by Council.
