905.03 INSPECTIONS; NOTICE TO CORRECT DEFICIENCIES; REMEDY.
   (a)   The Village Engineer and the Road Commissioner shall, from time to time, inspect the various street drainage ditches and natural watercourses in the Village. If the Road Commissioner or the Engineer finds that any driveway drainage culvert is obstructed, broken or of improper size, location or pitch, or deviates from the established grade, or if either of them finds that any street drainage ditch or natural watercourse in the Village has been obstructed or is otherwise impaired, the Engineer or the Road Commissioner shall promptly report the same to the Mayor. The Mayor shall notify the owner of the property abutting the culvert, ditch or watercourse or person, who is responsible for corrections, as determined by the Engineer or the Road Commissioner. If the corrections are not made, the Mayor shall report the same to Council which may issue further notices or may begin an assessment procedure as set forth in these Codified Ordinances and in State law.

   (b)   If the Engineer finds that a street drainage ditch or a natural watercourse is obstructed so as to impede the free flow of water or to cause stagnant water to accumulate and remain, he or she shall likewise report such findings to Council which may notify the owner of the property abutting on the ditch or natural watercourse or on which such ditch or natural watercourse is located to clean or repair the ditch or watercourse or to remove the obstruction.
