(a) No person shall engage in the business of snow plowing in the Village without first obtaining a written permit therefor from the Village and without displaying a decal which shall be issued pursuant to this section.
(b) An application for such a permit shall inform the Village of the make, model and serial number of each vehicle to be used as a snow plow and the identity of each person who will operate such vehicle.
(c) No permit shall be issued until an annual license fee has been paid in the amount of twenty-five dollars ($25.00) for each initial vehicle, and five dollars ($5.00) for each additional vehicle. Each vehicle registered shall receive a decal to be prominently displayed on the vehicle which is registered pursuant to subsection (b) hereof.
