Applications for the renewal of an amusement device license shall be upon a form prescribed by the Mayor and may be filed with the Mayor after October 1 but before December 1 of the year preceding the calendar year for which the renewal is being sought. The Mayor shall not renew a license until it is determined that the applicant remains eligible to receive a renewal of the license and that the premises referred to in the license is in compliance with all applicable provisions of these Codified Ordinances, all rules and regulations adopted pursuant thereto and all applicable statutes and codes of the State.
