541.10 DESTRUCTION OF LAWNS.
   (a)   No person shall recklessly or willfully drive a motor vehicle on or over any public or private lawn except where lawfully authorized.
   (b)   Whoever violates this section is guilty of a misdemeanor of the second degree for the first offense and a misdemeanor of the first degree for any subsequent offense.

   (c)   Council finds and determines that the public interest would be served by the establishment of a method of paying monetary rewards to persons who provide information to the Police Department leading to the apprehension and conviction of persons who violates the provisions of subsection (a) hereof.
   (d)   Council hereby offers a reward of one hundred dollars ($100.00) to any person or persons who provide information which leads to the apprehension and conviction of any person who recklessly or willfully drives a motor vehicle on or over a public or private lawn except where lawfully authorized in the Village. This offer is limited in that any person convicted of a violation of this section is ineligible for any reward. Only one, one hundred dollar ($100.00) reward will be paid for each such act, and for the purposes of this section, a serious of acts which occur in close proximity to each other in time and place shall be considered a single act.
   (e)   This offer of reward shall continue in effect through December 31, 1991, unless sooner revoked by action of Council.
   (f)   If conflicting claims are made for this reward offered by the Village, the Village shall be discharged from all liability on paying such reward into the Bedford Municipal Court, which shall finally determine such claims.
   (g)   The moneys necessary for the payment of any reward pursuant to this section shall be, and are hereby, appropriated from the General Fund of the Village.
   (h)   The Chief of Police is hereby authorized and directed to act as recipient of claims for rewards hereunder in accordance with such rules and upon such forms as he may designate.
   (i)   Upon written certification by the Chief of Police and the Law Director, or his designee, that the information provided has lead to the apprehension and conviction of a person who has recklessly or willfully driven a motor vehicle on or over a public or private lawn, except where lawfully authorized, the Treasurer is hereby authorized to satisfy the claim for reward pursuant to this section by direct payment to the person who has provided the information or by making payment to the Bedford Municipal Court when there are conflicting claims made.
