(a) No person shall dump clean fill dirt or topsoil in the Village in an amount greater than one cubic yard without first obtaining a permit therefor from the Building Inspector.
(b) No person shall dump rubbish or refuse or other combustible or noncombustible material, including building or paving supplies, at any place in the Village. No person owning real property or an interest in real property in the Village shall permit the dumping of rubbish or refuse or other material, combustible or noncombustible, including building or paving supplies, upon such property or permit such material to remain on any property in the Village.
(c) Whoever violates any provision of this section is guilty of a misdemeanor of the first degree.
