Any use of the breathalyzer of the Police Department, other than for its own use, shall be charged as follows:
(a) For each breathalyzer test, twenty-five dollars ($25.00); and
(b) For each man-hour, for attendance in Court by officers of the Department, based on leaving and returning to the Village, ten dollars ($10.00), with a minimum charge of thirty dollars ($30.00).
