The Chief of Police, under the direction of the Mayor, is hereby authorized to provide police protection to any county, municipality or township of the State, without a contract, on an emergency basis, where mutual aid protection is available from such a political subdivision to the Village, provided that the Village can, at that time, provide such protection without jeopardizing the safety and welfare of Village residents and property.
