The Engineer shall perform the following duties:
(a) Furnish to Council plans, specifications and estimates of costs of improvements as authorized, for the guidance of contractors dealing with the Village or bidding on public improvements;
(b) Supervise and serve as the representative of the Village in the execution of public works undertaken by the Village pursuant to plans and specifications approved by Council;
(c) Supervise and direct all inspectors appointed by the Village, which inspectors shall report to and receive their instructions from such Engineer;
(d) Upon request, make and deliver to Council monthly reports of the progress of improvements under his charge, together with any other matter of interest desired by Council;
(e) Provide preliminary estimates and reports, complete detailed plans, profiles and specifications and grade surveys, prepare monthly and final estimates for construction contract payments to contractors, supervise construction and represent the Village in connection therewith; and
(f) Furnish engineering services for work not included in subsections (a) through (e) hereof at the request of the Village and assist the Law Director in preparing evidence for pending or planned litigation.
