(a) The position of Village Planner is hereby created. The Village Planner shall be an architect licensed under the laws of the State of Ohio or shall have a degree from a university in planning and have worked as a planner for at least three years.

(b) The Village Planner shall be appointed by the Mayor, subject to the confirmation of Council, and may be removed upon reasonable notice by the Mayor. The Village Planner shall be an advisor to and, upon request, attend meetings of the Planning and Zoning Commission and Council and assist Village officials in the furtherance of their responsibilities to create and apply planning and zoning standards to the Village for the public peace, safety, health and welfare, and the protection of property values, and for any other municipal purpose.
