Except for certain provisions of Ohio Revised Code Chapter 135 which are expressly incorporated in this chapter, the Village, and the officials and employees thereof, being governed by a charter adopted under Article XVIII, Ohio Constitution, and making special provisions in this ordinance regarding the investment of the Public Moneys of the Village through the passage of this ordinance, are hereby exempted from the provisions of Ohio R.C. Chapter 135.
