(a) There is hereby created a fund to be known as the Recycle Ohio ! Grant Fund. This Fund shall be used to account for the receipt and disbursement of funds received as a consequence of the a 1998 Recycle, Ohio! Sub-Grant Agreement with the Cuyahoga County Solid Waste District and for donations received to assist Orange Village in its recycling efforts. The provisions of the aforesaid sub-grant agreement relating to the proper use of funds received pursuant to said agreement are incorporated by reference into this subsection as if fully rewritten herein.
(b) The Treasurer is hereby authorized and directed to make application to the Auditor of the State of Ohio for the creation of a Recycle Ohio! Grant Fund pursuant to the provisions of Ohio R.C. 5705.12.
