ARTICLE X
AMENDMENTS TO CHARTER
   Amendments to this Charter shall be effective only upon approval by the electors of the Municipality. Amendments may be initiated by a vote of five (5) members of Council or upon a petition, in the form prescribed by Section 5 of Article VII, signed by ten percent (10%) of the registered electors of the Municipality setting forth the text of any proposed amendment.
   The submission of any proposed amendment to the electors shall be governed by the requirements of the Constitution of the State of Ohio, and, to the extent said Constitution shall fail to provide therefor, Council shall determine the manner for such submission. Any proposed amendment to this Charter shall be submitted to the electors at the next general election or regularly scheduled primary election.
   If any such amendment is approved by a majority of the electors voting thereon, it shall become a part of this Charter; provided that if two (2) or more inconsistent amendments on the same subject are submitted at the same election, only the one (1) receiving the largest affirmative vote, not less than a majority, shall become a part of this Charter.
