Except with respect to the form of the petition which shall be governed by Section 5 of this Article and the duties and procedures imposed upon Council and the Clerk by Sections 2 and 3 of this Article, the Constitution and general laws of the State of Ohio shall govern the right to and procedures for initiative and referendum. The right to and procedures for recall shall be governed solely by the provisions of this Charter.
