SECTION IV-7. TEMPORARY INCAPACITY.
   When the Mayor is temporarily unable to perform his or her duties, the President of Council shall become the acting Mayor, and while so acting shall have and exercise all of the powers of the Mayor, with the exception of the veto power, but the Council President shall not thereby cease to be President of Council. When both the Mayor and President of Council are temporarily unable to perform the mayoral duties, the President pro tem of Council shall become the acting Mayor, and while so acting shall have and exercise all the powers of the Mayor, with the exception of the veto power, but shall not thereby cease to be the President pro tem of Council.
