Each user at the time he or she is connected with the water works systems shall pay a tapping fee to cover the costs of tapping the main, furnishing and laying service pipes, corporation and stop cocks, service and meter box, and installing the enter. The charge for a five-eighths-inch or three-fourths-inch meter tap shall be $400. The charge for any meter tap larger than three-fourths-inch shall be the cost of labor and materials.
