At such time as the town’s wholesale water supplier revises its wholesale rates to the town, the Clerk-Treasurer shall determine the annual increase in wholesale water costs and divide said increase by the annual gallons of retail water sales in order to determine the wholesale water cost adjustment factor. This factor shall be added to the above metered water usage rate blocks and applied to all retail customer billings beginning with the first consumption period that the wholesale rates become effective.
