The Utility Clerk shall send a letter to each individual in an attempt to obtain payment of the bill. In case of rental property, a second letter shall be sent to the landowner explaining that a sewer lien will be placed on the property if the bill is not paid in full. If the bill is not paid with 90 days, the Clerk-Treasurer shall cause a sewer lien be placed on the property according to law.
