(A) Utility bills shall be sent out on the first day of each month.

(B) (1) The bills shall be due by the fifteenth day of each month and shall be considered past due after the fifteenth day of each month, except when the fifteenth occurs on a Saturday, Sunday, or a holiday.
(2) If the fifteenth occurs on a Saturday, Sunday, or a holiday, the bills shall then be considered past due following the next business day.
