It shall be unlawful for any person being the owner or having custody of any dog, cat, or other domestic animal to allow said animal to run at large upon any street, alley, lane, or public grounds within the town, unless said dog, cat, or other domestic animal is under the immediate control of the owner or other person having the custody of said animal.
