The fees as provided for in this chapter shall be paid as they become due at the office of the Clerk-Treasurer. The billing for the $5 monthly fees shall be placed on water bills generated by the town. All collected payments shall be and constitute a separate and distinct fund from other funds of the town and shall not be merged or co-mingled with other funds of the town.
