After said pipe and cleanout is installed and before same is covered by soil or other matter, said property owners shall permit same to be inspected by an inspector hired by the town to ascertain whether same has been installed in compliance with the recommendations of the project engineers. Upon being approved by said inspector, said pipe may be covered and said pipe may be connected with the sewer main.
