(a) The provisions of this chapter shall apply to all new construction within the City for which a building permit is issued after the date of adoption.
(b) The standards in this chapter are intended to comply with Part 68 of the Federal Communications Commission Rules and Regulations, the National Electrical Code, and the National Electrical Safety Code. In the event of a conflict between such Codes and Regulations and this chapter, the more restrictive standard shall take precedence.
