(a) When modified, all Group R buildings in the sixty (60) CNEL to sixty-five (65) CNEL noise zone shall be constructed to achieve an interior CNEL level in all habitable rooms of no more than forty-five (45) dB.
(b) An engineer whose primary occupation is acoustical engineering (i.e., a certified acoustical engineer) shall certify in writing that the existing building complies with subsection (a) of this section or that proposed modifications will cause the building to be in compliance. Written certification shall be submitted before issuance of a building permit for modifications.
