(a) All new Group R buildings in this noise zone shall be constructed with sound insulation or other means to achieve an interior CNEL level in all habitable rooms of no more than forty-five (45) dB. Reconstructed, remodeled or altered structures where the total cost of improvements is seventy-five (75) percent or more of the total assessed value of the structure must also meet this standard in the entire structure.
(b) An engineer whose primary occupation is acoustical engineering (i.e., a certified acoustical engineer) shall certify in writing that the proposed new construction will comply with subsection (a) of this section prior to the issuance of a building permit.
