The floor of the lowest habitable rooms shall be concrete slab on grade. Wood framed floors for habitable rooms will be allowed when they are directly above another habitable room, a basement, garage, workshop, utility room or other nonhabitable rooms that are completely enclosed with wall materials allowed by this Code.
