The Council hereby finds and determines that the public interest and welfare require that all utility lines and related facilities, including, but not limited to, wires for supplying and distributing electrical energy and services, including street lighting, telephone, telegraph, and cable television service, to be constructed within the City upon property which is yet undeveloped shall be placed underground as provided in this chapter.
