No person shall remove, damage, destroy, mutilate, deface, relocate, alter, or injure any improvement, structure, tree, or other cultivated vegetation within any public right-of-way or other public place. The provisions of this section shall not apply to the proper care and cultivation of landscaping materials, including the minor pruning of trees.
