Notwithstanding any other provision of law, no provision of this Code, of any ordinance of the City or any code adopted by reference by this Code or any ordinance of the City, of any resolution of the Council, or of any administrative regulations having the force of law, whether the same was heretofore or is hereafter enacted, shall be deemed to create or impose a mandatory duty for or upon the City, any department, board or commission of the City, or any officer or employee of the City who is acting within the scope of such office or employment.
