The Chief of Police shall assign one officer from his department to monitor the enforcement of this chapter, investigate all violations and to supervise the issuing of citations for violations of this chapter. The officer may issue written warning including the provision of a reasonable time period for removal of the litter, but he shall not be required to issue a warning before issuing a citation.
