(a) As used in this section "junk" means garbage, trash, waste, rubbish, cans, bottles, paper, wire, cartons, boxes, inoperable motor vehicles, farm equipment or machinery of any nature, or parts thereof, used furniture, mattresses, appliances or parts thereof and any other used or abandoned personal property.
(b) No person shall accumulate junk or permit the accumulation of junk upon property owned or controlled by them.

(c) Whoever violates the provisions of this section shall be guilty of a minor misdemeanor. If, within two years of the offense, the offender previously was convicted of or pleaded guilty to one or more violations, or a substantially equivalent municipal ordinance, the offense is a misdemeanor of the fourth degree.
