139.14 PARKING ENFORCEMENT UNIT.
   (a)   Four part-time positions of Parking Enforcement Officer within the Police Department are hereby created. The Mayor shall be the executive head of the parking enforcement unit, shall make all appointments and removals of parking enforcement officers, subject to any general rules prescribed by legislative authority by ordinance, and shall prescribe rules for the organization, training, administration, control and conduct of the parking enforcement unit. The Mayor may appoint parking enforcement officers who agree to serve for nominal compensation, and persons with physical disabilities which do not prevent them from performing the duties of the position may receive appointments as parking enforcement officers.
 
   (b)   The authority of the parking enforcement unit shall be limited to the enforcement of ordinances governing parking in handicapped parking locations, fire lanes and all other parking violations within this City. The training the parking enforcement officers shall receive shall include instruction in general administrative rules and procedures governing the parking enforcement unit, the role of the judicial system as it relates to parking regulation and enforcement, proper techniques and methods relating to the enforcement of parking ordinances, human interaction skills, and fire aid.
 
   (c)   The Chief of Police shall be the Commanding Officer of the Parking Enforcement Unit and shall have the exclusive control of assigning, training and stationing officers thereof. Parking Enforcement Officers will be uniformed officers. The City will supply at no cost to the employee uniforms and equipment, except shoes.
 
   (d)   The duties and responsibilities of the parking enforcement officer shall include:
      (1)   Enforcement of all parking violations within the City.
      (2)   Observe and report criminal activity.
      (3)   Assist motorists.
      (4)   Perform other related work as prescribed by the Chief of Police.
   (e)   The minimum qualifications for the position of parking enforcement officer shall be as follows:
      (1)   The applicant must have the use of both hands and arms, and must have at least partial use of both legs, unless the required levels of manual dexterity can be demonstrated by applicants who have been fitted with prosthetic devices.
      (2)   Applicants must have good hearing ability. If the hearing level has been diminished by more than thirty percent (30%), the applicant must be fitted with a dependable hearing device.
      (3)   Applicant must not be under a doctor’s care for a severe emotional or mental disability, nor can the applicant suffer from any similar condition.
      (4)   Applicant must not be addicted to alcohol or any drug of abuse.
      (5)   Applicant must be able to read and write the English language.
      (6)   Applicant must be able to learn to use various electronic devices required.
