139.13 DISPOSITION OF LOST PROPERTY.
   (a)   Lost property which is turned in to this City shall be held as a bailment with the finder as Bailor and the City as Bailee and the Police Department shall make reasonable efforts including advertisement in the news media in an effort to located the true owner.
 
   (b)   After a reasonable effort has not been successful in locating the true owner and ninety days have passed since the property was turned in, the property shall be returned to the finder subject to the rights of the true owner.
 
   (c)   The Police Department shall keep records of all lost property which is turned in to it and of the efforts made to find the true owner.
 
   (d)   Nothing in this section shall affect the obligation of a City police officer who finds property while on duty which shall be disposed of in accordance with Ohio R.C. 737.29, 737.32, and 2933.41.
