When any two (2) of the Mayor, Service-Safety Director and the President of the Legislative Authority of the City determines that a civil emergency exists, they shall forthwith proclaim in writing the existence of the same and the time of its inception, and they shall issue a proclamation thereof to the public through the news media and such other means of dissemination as they deem advisable.
