For the purpose of this chapter, certain word usages shall apply to the text as follows.
(a) “Builder” mean those persons or companies in the business of doing construction work, with the sole majority of the construction inclusive of the mechanical trades being performed by them.
(b) “Demolition contractor” means those persons or companies in the business of removing or tearing down structures and removing the materials from the site.
(c) “Electrical work” means the installation, maintenance, alteration, or repair of electrical equipment, except repairing flush and snap switches, replacing fuses, changing lamp sockets and receptacles, taping bare joints, repairing drop cords, repairing electrical parts or any appliance or electrical equipment.
(d) “Electrician” means those persons or companies in the business of installing, repairing, updating or maintaining electrical systems throughout a structure.
(e) “Excavator” means those persons or companies in the business of installing sewer laterals and doing general excavation and grading types of operations.
(f) “General contractor” means those persons or companies in the business of doing construction work, and/or subcontracting work out to other registered City contractors.
(g) “Heating and air conditioning contractor” means those persons or companies in the business of installation, maintenance, alteration or repair of air conditioning and refrigeration systems, or heating systems.
(h) “Maintenance contractor” means those persons or companies in the business of upkeeping specific properties for maintenance or general repair (that is, decks, fences, windows, roofing, siding, interior cosmetics, etc.) not inclusive of any mechanical or structural trades.
(i) “HVAC contractor” means those persons or companies in the business of installing, repairing, updating, or maintaining heating, ventilating and air conditioning systems throughout a structure.
(j) “Licensed contractor” means a person or a corporation, partnership, proprietorship, firm or other such business organization which has as its employee, partner or principal, a person who has been licensed to perform work in the City, pursuant to this chapter. For purposes of this chapter, a contractor is not thereby a licensed contractor if he contracts with a subcontractor who is licensed, nor is a subcontractor licensed if he contracts with a licensed contractor to perform work in this City pursuant to this chapter.
(k) “Licensed electrical contractor” means a contractor licensed to perform electrical work.
(l) “Licensed heating and air conditioning contractor” means a contractor licensed to perform heating and air conditioning work.
(m) “Licensed remodeling contractor” means a contractor licensed to perform remodeling work.
(n) “Mechanical contractor” means those persons or companies in the business of performing the mechanical trades throughout a structure (that is, plumbing, HVAC, electrical).
(o) “Persons” means only a natural person.
(p) “Plumber” means those persons or companies in the business of installing, repairing, maintaining or updating plumbing systems throughout a structure.
(q) “Plumbing contractor” means a contractor licensed to perform Plumbing Work.
(r) “Plumbing Work” means the construction, installation, alteration or repairing of any plumbing drain, vent, sump, water closet, sink, lavatory or other plumbing fixture, but shall not include repair not affecting sanitation, such as mending leaks in faucets, valves or water supply pipes, mending of broken fixtures, tanks, water heaters, releasing frozen pipes or rodding and flushing of any house sewer or drain.
(s) “Remodeler” means those persons or companies in the business of doing additions, rehabilitations and remodelings, with “limited” electrical, plumbing and heating involved (for example, tying onto existing utilities to service new construction or rehabilitation, but shall not include new services or updating existing mechanical throughout the structure).
(t) “Remodeling work” means the repair, replacement, remodeling, alteration, conversion, modernization or improvement of the land and building used as a commercial building and/or as a residence and a dwelling place, including, but not limited to: driveways, swimming pools, porches, garages and fallout shelters attached to a commercial building and/or a residence and a dwelling place, but shall not include new homes or landscaping.
(u) “Subcontractor” means a firm or person that carries out work for a company as part of a larger project. (Ord. 22-51. Passed 1-4-23.)
