(a) There is hereby established a sanitary sewer system capacity charge which shall be paid in addition to all other taps and permit fees and any special assessments for each new connection to the City Sanitary Sewer System.
(b) The sanitary sewer capacity charge shall be based upon the size of the water meter installed for the building as follows:

(c) The City Service Safety Director is instructed to collect the fee provided by this Ordinance prior to issuing a Sanitary Sewer Tap Permit.
(d) The rev
enue collected from this fee shall be placed in a separate fund known as the Sanitary Sewer Capital Improvements Fund and expended only for capital projects in the sanitary sewer system, including the installation of chimney seals and manhole rehabilitation projects.
