Each governmental body governed by these provisions and adopting a Building or Housing Code shall establish an appropriate Appeals Board which shall be empowered to hear any appeal to a decision or interpretation of the County Building Inspector in regard to the enforcement of any such code. All such Appeal Boards shall give the County Building Inspector opportunity to explain and amplify his ruling or interpretation prior to rendering a decision and shall specify to all parties of any such appeal the decision reached and the reasons therefore in writing.
