There is hereby created a County Building Department Committee composed of one representative of each legislative body approving this agreement. This committee shall elect a chairman and meet at his call or on request of any two members hereof. It shall be empowered to:
(a) Prepare qualifications for building inspection personnel;
(b) Seek applications from persons meeting such qualifications;
(c) Establish salaries for such personnel;
(d) Hire qualified persons to fill vacant positions with the department or dismiss any personnel of the department;
(e) Advertise the qualifications of vacant positions in the department;
(f) Establish procedures for the department and generally direct the County Building Inspector in his administrative matters.
This committee shall not be deemed qualified to interpret the codes enforced by the Department, nor shall it hear appeals on interpretations of the code.
All actions of the Committee shall be considered null and void if disapproved by action of two or more of the legislative bodies within Richland County, who are governed by these provisions.
