There is hereby created the position of County Building Inspector who shall have full authority to:
(a) Enforce any and all Building and Housing Codes adopted by any political subdivision of the State within Richland County;
(b) Establish the amount of and collect fees for permits as required by any Building or Housing Code so adopted;
(c) Initiate legal proceedings and prosecute as is necessary to exact compliance with any Building or Housing Code so adopted in conjunction with the Law Director or Prosecutor of the political subdivision as is appropriate;
(d) Recommend to any political subdivision of the State within Richland County amendments to Housing or Building Codes or new codes as he deems advisable;
(e) Hire and maintain a staff as necessary to adequately carry out the above;
(f) Rent, lease or buy an office or offices and equip and maintain same as he deems necessary for the above;
(g) Spend any funds collected from fees charged in respect to the above enforcement according to statutes of the Ohio Revised Code;
(h) Enter into contracts with any other party for enforcement of any other codes or ordinances on a cost and fifteen percent (15%) basis.
