Any person or persons desiring the City to maintain, repair and control a culvert may make an application to Council to determine whether or not such culvert was properly installed. Council may withhold a decision for a period not exceeding thirty days in order to investigate or cause to be investigated the conditions of the installation of the culvert. The decision of Council shall be entered in the minutes. This section does not apply unless the Mayor or his authorized representative refuses to maintain a culvert.
