(a) No person or persons whether natural or corporate shall install or replace a culvert without first having obtained a permit from the Mayor. Such permit may be conditioned on the proper installation of the culvert as suggested by the Mayor or his authorized representative. Such permit may be withheld until there is deposited with the Treasurer a sum sufficient for the installation of the culvert or a bond equal to twice the amount sufficient for the installation of the culvert is filed with the Treasurer of the City, in the form approved by the Mayor.
(b) The Mayor may withhold the permit for a period not to exceed thirty days during which time he shall investigate or cause to be investigated the conditions pertaining to the installation of the culvert.
