905.10 UTILITIES RUNNING PARALLEL WITH STREETS AND ALLEYS.
   No person, partnership or corporation or representative thereof, shall lay, install, or construct any water line; sewer line, gas line, power line, telephone line, or any other utility line laterally down a street, alley or public way without first receiving permission from Council.
   Plans, specifications and profile for the installation or construction of utilities shall be filed with the Mayor for approval before construction begins, and the same shall be constructed in strict accordance with such approval. The Mayor is authorized to charge and collect at the time such approval is granted a fee, in the amount not to exceed the costs incurred by way of compensation of the City engineer for services pertaining to the installation or construction, at the time permission is granted to make the installation.
